Public University and Other Non-ACCS Public Postsecondary Project Forms
Postsecondary definition: All higher education beyond 12th grade including two-year, four-year and postgraduate institutions and universities.
ACCS definition: Alabama Community College System.
Fully Locally-Funded definition: A project for which the funding is totally derived from the resources of the local Awarding Authority/Owner, including
but not limited to federal and local funds, grants and donations (no state funds or state bond issue funds are involved).
Fully locally-funded Non-ACCS public postsecondary school projects, including public university projects, are administered by DCM's Plan Review Division and Project
Inspection Division, and are not administered by DCM's Contract Administration Division:
Partially or fully Public School and College Authority (PSCA)-funded Non-ACCS public postsecondary school projects, including university projects,
are administered by DCM's Contract Administration Division, Plan Review Division and Project Inspection Division. PSCA forms must be used during
the project and submitted to DCM; see DCM's PSCA webpage for guidance.
